Yet I can start it manually using the "Run as Administrator" context menu item. Here is what's probably happening: Windows is trying to launch the Tomcat6w.exe (aka the Tomcat Monitor system tray object) because it's in the "Run" section of the registry. Look at the plain Windows zip file download. Click Continue on the Dialog that pops up and now you should be able to start the Tomcat 6 Monitor by simply clicking the shortcut in the Start Menu.
